The Beninese government has approved, in the Council of Ministers on September 3, 2025, the 2025–2029 Strategic Plan of the Ministry of National Defense. This document aims to modernize the Benin Armed Forces (FAB) and strengthen their role in both national and international security.
Meeting under the chairmanship of President Patrice Talon, the Council of Ministers validated this plan, which is the result of a participatory and inclusive process.
The framework draws inspiration from national development strategies, the Sustainable Development Goals (SDGs), and the evolving regional and global security landscape. It also takes into account the current geostrategic context, marked by cross-border threats and challenges to regional stability.
The vision is clear: by 2029, the FAB should be “a republican army at the service of the Nation, modern and open to the world, capable of contributing to the harmonious and sustainable development of the national space, as well as to international peace and security.”
A plan built on three pillars
To achieve this ambition, the plan is structured around three strategic programs:
- Improving the ministry’s performance through more effective governance and tailored administrative reforms.
- Strengthening the operational readiness of the forces to ensure better responses to security threats.
- Enhancing the FAB’s international profile by expanding their contribution to peace and security missions in the sub-region and beyond.
The implementation of this plan will require the mobilization of various government ministries, each tasked with taking the necessary steps to ensure the achievement of these strategic objectives.
