Establishment of the Beninese Agency for Distance Learning and approval of its bylaws

Meeting on Wednesday, December 17, 2025, under the chairmanship of Head of State Patrice Talon, the Council of Ministers authorized the creation of the Beninese Agency for Tele-Teaching and approved its statutes. This decision aims to structure and accelerate the integration of digital technology into Benin’s education system, from primary to higher education.

In a context where digital technology is asserting itself as an essential lever for educational performance, the Beninese government intends to create a tele-teaching agency. The establishment of this agency responds to the need to modernize learning methods, enrich educational content and strengthen learner support, while ensuring better equity of access to quality education.

Tele-teaching will be gradually rolled out at all levels of the education system, including early childhood and primary education, secondary education, technical and vocational training, as well as higher education. This comprehensive approach aims to sustainably transform teaching practices and better address challenges of accessibility and quality.

To ensure the effectiveness of the system, the government is relying on strategic partnerships with national and international institutions. These collaborations will allow for pooling the best pedagogical practices and will ensure a gradual, structured and sustainable implementation focused on academic excellence.

A gradual, structured implementation

The Beninese Agency for Tele-Teaching will have the central mission of coordinating the entire system across the three levels of education. It will be tasked with promoting access to high-quality education through digital means, while strengthening existing infrastructures or creating new ones, with a particular focus on supporting teachers and learners.

The first operational phase will concern higher education starting with the 2026–2027 academic year. This launch will serve as a pilot phase to test, adjust and consolidate the tools and methods before their progressive extension to other educational subsectors. A strategic milestone in the digital transformation of Benin’s education system.

Aside from this major decision, the Council of Ministers also adopted two other regulatory measures. These are a decree amending that of November 6, 2024, relating to the conditions for importing, exporting and distributing health products other than medicines, as well as a decree establishing the institutional framework for the implementation of Projet Dogo-bis.
