Zambia: Ndola Vioqua invests $450 million in a 450 MW power plant
The project will be executed in two phases, with Copperbelt Energy Corporation expected to be the buyer of the electricity. Approximately 640 jobs are anticipated during construction and operation.

The Zambian Development Agency (ZDA) has signed an investment agreement with Ndola Vioqua Energy Company Limited for a 450 MW thermal power plant in Ndola, valued at $450 million. The project, planned in two phases, is expected to create approximately 640 jobs during construction and operation.
Copperbelt Energy Corporation (CEC) is set to purchase the electricity generated by the future plant, according to the ZDA. The project aims to enhance the country’s base load generation and support the supply for industrial and mining activities, which are particularly significant in the Copperbelt region.
ZDA Director General Albert Halwampa believes that the planned 450 MW will contribute to the national goal of increasing electricity generation capacity to 10,000 MW under the Grow Zambia program. He indicated that this target could be achieved before 2031 if private investments continue to rise.
Li Zhilim, the director of Ndola Vioqua Energy, outlined a two-phase development. In addition to the direct jobs expected on-site and during operation, the company anticipates opportunities for local suppliers, subcontractors, and service providers.
The signed agreement is an Investment Promotion and Protection Agreement designed to govern the investment. The ZDA did not provide a commissioning date in its publication dated September 18, 2026.
