Benin: Romuald Wadagni officially installs the Permanent Committee of the National Commission for Legal Reform.

The ceremony took place in the Ambassadors’ Hall of the Marina Palace, in the presence of the Vice President of the Republic, the heads of institutions, and the Minister of Justice and Legislation.

This initiative marks a key new step in strengthening the rule of law and legal governance in Benin.

The missions and composition of the Permanent Committee

Established during the Council of Ministers on October 15, 2025, as part of the government’s institutional reforms, the National Commission for Legal Reform aims to ensure ongoing legislative and regulatory monitoring.

It is tasked with conducting prospective legislative studies, assisting public institutions in drafting texts, and supporting the state in the implementation of community law.

The Permanent Committee, appointed on July 1, 2026, is led by Noël Gbaguidi as president, supported by Djidjouè Gboyou as vice president and Igor Guèdègbé as rapporteur.

Law as an accelerator of national development

In his speech, the head of state emphasized the need to clean up the legislative arsenal by eliminating obsolete texts, filling legal gaps in the face of contemporary challenges, and harmonizing the coherence of laws.

According to Romuald Wadagni, modern legislation is the indispensable foundation for legal security and the credibility of public action.

Going beyond the mere function of maintaining order, the President of the Republic urged the committee members to view law as a true development accelerator. He emphasized the anticipation of the country’s future needs, particularly in light of technological changes, climate change, urbanization, and agricultural issues.

Finally, the head of state called for an inclusive approach involving experts, academics, civil society, and professional orders, while ensuring that the government will provide the necessary resources to successfully carry out this mission.
