Benin: ANIP launches a one-stop birth declaration and registration service in maternity wards

Beninese parents will no longer need to visit the city hall to report the birth of their child. On Wednesday, August 20, 2025, the National Agency for Personal Identification (ANIP) launched the pilot phase of the single window for declaration and registration of births in health facilities.

The ANIP is launching a single window for declaring and registering births in maternity wards. The initiative was launched at the CHU-MEL in Cotonou and marks a major step in the modernization of the civil status system. From now on, birth declarations are made directly at the hospital where the child is born, significantly lightening the procedures for families.

This system will allow the immediate integration of newborns’ data into the National Register of Physical Persons (RNPP) and the automatic generation of a Personal Identification Number (PIN), communicated to parents by SMS.

Bringing the administration closer to citizens

The process begins as early as prenatal consultations to identify women not registered and update their information. At birth, official documents such as the birth certificate and the PIN certificate can be retrieved online or in person.

The pilot phase, scheduled to last six months, will be deployed in ten public health facilities, including the CHU of Cotonou, the CHU of Abomey-Calavi, the departmental hospitals of Zou-Collines, Ouémé, Borgou-Alibori, Mono, as well as the hospitals of Natitingou, Suru-Léré and the Order of Malta Hospital of Djougou.

In the long term, the government envisages a gradual expansion of the system at the national level to ensure early, reliable, and secure identification of every citizen from birth.
