Benin: the Ministry of Interior assesses its performance at the midpoint of the PTA 2026
Gathered in Cotonou from August 4 to 6, 2026, stakeholders in the expenditure chain and officials from the Ministry of the Interior and Public Security are reviewing the progress of the Annual Work Plan (PTA) as of June 30. The review aims to identify gaps and challenges encountered in order to establish corrective measures for the second half of the year.
SUMMARY
The inaugural session was presided over on Tuesday by Djibril Mama Cissé, the minister responsible for the Interior and Public Security. It focused specifically on the presentation of the summary report on the financial execution of the ministry as of June 30, 2026, as well as the examination of the public procurement plan execution report.
The proceedings bring together program managers, key leaders of the ministry’s structures, and stakeholders involved in the expenditure chain. They address the level of execution of interventions outlined in the 2026 PTA and the results achieved in relation to the objectives and indicators set for the first half of the year.
Participants will also analyze the discrepancies recorded between projections and actual achievements, review the constraints that affected the implementation of activities, and define actions that could improve performance during the last six months of the budgetary year.
An Integrated Review into Budgetary Management
In his speech, Djibril Mama Cissé described the mid-term review as a tool for steering public action. According to the minister, this exercise should serve to measure the progress made, identify obstacles to achieving the objectives, and agree on necessary adjustments.
He also emphasized the need for the administration to remain focused on performance, efficiency, and results, in a context characterized by increased citizen expectations regarding public governance and security.
Abdel Nasser Samary, the director of Planning, Administration, and Finance of the ministry, indicated that organizing this review is part of the process of updating the department’s medium-term expenditure framework.
The discussions will continue until August 6, focusing on several presentations related to program-based management and the presentation of execution points. Participants will also review the new decree regarding the attributions, organization, and functioning of the ministry, as well as the texts concerning the new structures created.
