Meeting in the Council of Ministers on Wednesday, September 10, 2025, under the chairmanship of Head of State Patrice Talon, the government granted several approvals under the Investment Code. These concern large-scale projects in the health, tourism, and industrial sectors, led by local and international companies.
The Council selected ELLIPSE HEALTHCARE BENIN SAS, which plans to build and operate a modern clinic in the “Les Cocotiers” neighborhood in Cotonou’s 12th arrondissement. In the same area, IKA BUILDING SARL received its approval to construct and operate a 5-star hotel complex in Djomèhountin. These initiatives are part of the effort to strengthen healthcare and tourism infrastructure in Benin.
Furthermore, under Regime B of the Investment Code, the government approved the project by WINOVO SARL, which will install and operate an aluminum scrap recycling facility in the Sèmè-Podji industrial zone. This action will help recover metal waste and create jobs in the recycling sector.
From healthcare to industry
Also in the industrial sector, Société des Bitumes du Bénin SA was approved for its bitumen processing, storage, and distribution project at the Port of Cotonou. This infrastructure aims to meet the growing demand for road construction materials, thereby supporting the country’s ambitions to modernize its road network.
Through these decisions, the government reaffirms its commitment to diversifying investment and fostering the growth of strategic infrastructure capable of enhancing Benin’s economic attractiveness.
