Benin – Greater Nokoué: Heavy Trucks Now Subject to Strict Regulation
The chaotic circulation of heavy trucks in the Greater Nokoué area will now be regulated under a government decree. Adopted in the Council of Ministers, the measure will take effect on January 1, 2026, after a three-month grace period granted to stakeholders.

Sources of noise pollution, traffic congestion, and air pollution, heavy trucks also pose serious risks to road users and contribute significantly to the rapid deterioration of infrastructure.
To address this, the government aims to reduce these negative impacts, improve urban mobility, and protect investments made under the urban infrastructure modernization program.
In addition to nuisance factors, heavy trucks create safety problems through illegal parking, the destruction of traffic lights, and road damage in the event of breakdowns caused by fluid leaks. Effective management has become indispensable given the high cost of road repairs and rehabilitation.
A moratorium before enforcement
Transport operators and truck drivers have three months to comply with the new provisions. After this period, starting January 1, 2026, the regulation will be strictly enforced to ensure the durability and profitability of Greater Nokoué’s road network.
In the same session, the Council of Ministers also adopted other regulatory measures, including:
- Approval of the amended statutes of the Benin Airports Company,
- Establishment of a consultation framework to facilitate the execution of national projects and programs in municipalities,
- Organization and functioning of the National Standing Commission for Monitoring Traditional Chieftaincy.
