2026 elections: parties sign HAAC’s code of conduct
The High Authority for Audiovisual and Communication (HAAC) formalized, on Wednesday, December 10, 2025 in Cotonou, the signing of the charter of good conduct governing the media campaign for the legislative and municipal elections of January 11, 2026.

Around the table, the five political formations contesting — FCBE, UPR, Bloc Républicain, Les Démocrates and Moele Bénin — affixed their signatures in the presence of HAAC president Édouard Loko, advisers to the institution and public service media officials.
This document constitutes the parties’ formal commitment to abide by a set of rules guaranteeing a balanced, peaceful media campaign in line with democratic standards. The charter reiterates the principles of mutual respect, equitable access to the media, responsibility in public discourse and transparency in public interventions.
The electoral campaign will take place from December 26, 2025 to January 9, 2026, according to the schedule published by the CENA. During this period, the HAAC assures it will enforce strict monitoring to prevent excesses and maintain a calm atmosphere in the media sphere.
In line with its timeline, the institution plans in the coming days to make working equipment available to technical teams, deploy regional correspondents and mobilize temporary analysts tasked with reviewing the content broadcast.
Supervisory teams will also be present to oversee recording, scheduling and editing operations for campaign broadcasts.
Through this charter, the HAAC aims to ensure respectful political competition and contribute to strengthening social cohesion ahead of a major vote for local and national governance.
