Sèmè City: Green light for the relocation action plan of the future main campus to Ouidah

The government approved the Resettlement Action Plan (RAP) concerning the construction of the main campus of the Innovation City in a council of ministers meeting on Wednesday, July 23, 2025.

Planned over an area of 336 hectares in the commune of Ouidah, this structuring project enters its operational phase with the adoption of the RAP. This document, developed from environmental and social impact studies, allowed the identification of 985 affected persons and a survey of assets impacted by the project.

Its approval now allows the implementation of compensatory measures and relocation actions in favour of the affected populations.

Meanwhile, urban planning studies, site development, and architectural programming are completed. The site will be developed in three phases, the first covering 174 hectares, with work commencing very soon.

The goal announced by the executive is clear: to welcome the first students as early as September 2028, in a modern, integrated environment that meets international standards.

This campus will be a key piece in the national strategy for development through innovation, elite training, and applied scientific research.
