Benin: Celtiis falls below 99% call success rate on September 1
The ARCEP QoS table shows a call success rate of 98.93% for Celtiis on September 1, below the 99% threshold. Other indicators during the period remain above their thresholds, while the regulator describes the market as generally compliant.
Data on service quality published by the Electronic Communications and Postal Regulatory Authority (ARCEP Benin) shows a call success rate of 98.93% for Celtiis on September 1, 2026, falling below the compliance threshold of 99% indicated in the official table. On the same day, Spacetel Benin (MTN) and Moov Africa Benin recorded success rates of 99.37% and 99.54%, respectively.
The discrepancy is noted for the observed period from August 29 to September 4. Celtiis reported 99.38% on August 29, 99.29% on August 30, and 99.35% on August 31, before dropping to 98.93% on September 1. The rate then rebounded to 99.13% on September 2, 99.37% on September 3, and 99.35% on September 4.
Regarding the call blocking rate, the operator remained within the limit set by ARCEP. Celtiis reached 0.36% on September 1, with a maximum threshold of 1%. MTN recorded 0.16% and Moov 0% on the same date.
The accompanying publication from ARCEP, released on September 9, describes the market situation as “generally compliant” with requirements for voice and mobile internet. It does not detail the 98.93% discrepancy visible in the daily table and does not announce any specific measures against Celtiis in this document.
In terms of mobile internet, all three operators remain well above the thresholds set by the regulator. For 4G download speeds, MTN increased from 19.61 Mbps on August 29 to 20.24 Mbps on September 4. Celtiis improved from 19.10 to 19.34 Mbps, while Moov rose from 15.77 to 16.70 Mbps, with a regulatory minimum set at 5 Mbps.
Celtiis, however, maintains the highest values for 3G download speeds during this period, recording 1,688.95 kbps on August 29 and 1,723.17 kbps on September 4, well above the threshold of 450 kbps. For 4G upload speeds, its measurements remained between 3.67 and 3.78 Mbps, exceeding the minimum of 2 Mbps.
ARCEP indicates that these measurements are part of its ongoing monitoring system for mobile network service quality. The regulator specifically tracks call success and blocking rates, as well as 3G and 4G speeds, using field tools and a near-real-time monitoring system.
