. Regulatory measures.

Transmission to the National Assembly for authorization to ratify the Republic of Benin’s accession to the Export Development Fund in Africa.

This fund aims to address the significant financing gap that prevents African public and private exporting companies from increasing their activity levels and, more broadly, intra-African trade. As Benin is a member of AFREXIMBANK, which initiated the fund, ratifying its accession will allow Beninese economic operators to benefit from its support and multiple instruments, thereby promoting industrialization and strengthening high value-added national exports.

That is why the Council authorized the transmission of this request for ratification authorization to the National Assembly and instructed the ministers involved in the matter to ensure the follow-up of the legislative procedure.

Other regulatory measures adopted include decrees concerning:

●     transmission to the National Assembly for authorization to ratify the agreement establishing the Shelter Afrique Development Bank;

●     amendment of decree no. 2023-119 of March 29, 2023, concerning the creation, powers, organization, and functioning of the Special Economic Zones Accreditation Committee;

●     amendment of decree no. 2021-068 of February 17, 2021, concerning the powers, composition, organization, and functioning of the Interministerial Investment Promotion Committee;

●     amendment of decree no. 2018-165 of May 2, 2018, concerning the powers, composition, and operating procedures of the Public-Private Partnership Support Unit in the Republic of Benin;

appointment of auditors to certain public enterprises.

Communications.

II-1. Social measures for the three levels of education for the 2026-2027 school and university year.

In accordance with the National Development Vision for 2060, these measures aim to ensure quality education for all and demonstrate the Government’s commitment to developing a healthy, skilled, and competitive human capital.

They contribute to the implementation of priority intervention axes, namely strengthening access to and quality of education for all, as well as the development of Technical and Vocational Education and Training.

They consist of:

regarding preschool and primary education:

●     increasing, from the 2026-2027 school year, the coverage rate of public schools with school canteens from about 1.4 million pupils impacted during the past school year to 1.9 million pupils. This is made possible by scaling up the National Agency for Food and Nutrition through increased resources allocated to it, aimed at improving the quality of services provided to children;

●     strengthening security in border areas affected by insecurity where, to protect populations and especially learners, some schools have been relocated. To this end, an emergency plan has been developed to ensure continuity of education and humanitarian and social support for learners and teachers.

At the secondary education level:

●     launching reconstruction work of the Abomey Girls’ High School;

●     continuing rehabilitation work on the two military high schools, namely the Bembèrèkè Military Prytanée and the Natitingou Girls’ Military High School, to offer better study conditions to the talented children enrolled there;

●     rehabilitation and equipping of all girls’ high schools (Abomey, Lokossa, Natitingou, Ouidah, Parakou, Porto-Novo, etc.) to bring them up to standards and improve quality in order to generate greater impact on girls’ education;

the production of a first batch of 12,000 desks and benches for general education colleges to address shortages related to the increase in the number of learners. Furthermore, after a comprehensive assessment of furniture and classroom deficits, the Council instructed the relevant ministers to develop a short- and medium-term resolution plan.

Regarding higher education and technical training:

Several key measures have been taken to improve students’ living conditions, relating to transport, scholarships, catering, and living environment.

Regarding transport:

It will be relaunched and improved at the four public universities (University of Abomey-Calavi, University of Parakou, National University of Agriculture of Kétou, and National University of Science, Technology, Engineering, and Mathematics of Abomey). Thus, thanks to a fleet of 63 new buses, new routes will be served in the cities of Abomey-Calavi, Cotonou, Porto-Novo, Dangbo, Adjarra, Abomey, Dassa-Zoumè, Lokossa, Natitingou, Sakété, Kétou, and Parakou.

Regarding scholarships and other allowances:

●     an increase in student scholarships by up to 49% depending on the fields of study, to enhance the purchasing power of beneficiaries;

●     an increase in back-to-school allowances and university emergency aid;

●     a significant increase in the number of scholarships in technical and professional fields to encourage more learners to pursue these areas;

●     an increase in excellence scholarships abroad;

Regarding catering:

●     rehabilitation of university restaurants on the campuses of Dangbo, Lokossa, and Parakou, as well as improvement of their management through the use of professionals, with government oversight to ensure prices reflect students’ purchasing power;

●     similarly, new restaurants will be built on the Abomey-Calavi and Kétou campuses;

Regarding living environment and health:

●     rehabilitation of several housing units will be undertaken, as well as interior layout and lighting improvements on campuses, progressively, to enhance living conditions;

●     rehabilitation and equipping of infirmaries with medical equipment and qualified personnel on all campuses to ensure better healthcare for students will also be ensured.

Beyond these measures, others have been adopted to promote inclusivity. These include:

●     free registration for girls in secondary technical training to encourage their growing interest in these programs;

●     granting scholarships for the 2026-2027 academic year to all disabled baccalaureate holders with significant disabilities, regularly enrolled in a public university. This measure will further promote their inclusion and improve their living conditions.

The ministers concerned are instructed to take the necessary steps for the effective implementation of these measures, whose overall financial impact amounts to approximately 30 billion CFA francs.

II-2. Special measures for the inclusion of persons with disabilities.

In recent years, the  ambitious policy of the Government in favor of persons with disabilities has led to notable progress, notably supported by law no. 2017-06 of September 29, 2017, on the protection and promotion of the rights of persons with disabilities in the Republic of Benin and its implementing decrees.

Thus, to concretely improve the living conditions of persons with disabilities, preferential measures have been taken to facilitate their access to technical aids and other adapted mobility means, education, training, public and private employment, entrepreneurship, leisure, and public transport.

These measures have mainly consisted of distributing thousands of equal opportunity cards, state support to hundreds of persons with disabilities for developing their entrepreneurial initiatives, recruitment of more than fifty (50) persons with disabilities under the 5% quota and the five (5) year age increase granted to them in various public employment entrance exams, as well as various other supports.

To build on these achievements and strengthen the social inclusion of our fellow citizens with disabilities, the Council adopted a series of new measures dedicated to them.

These are:

●     exempt 5,000 severely disabled students from tuition fees for their schooling in public ordinary secondary education institutions, including the Social Promotion Centers for the Blind and public schooling centers for deaf children;

●     strengthen the functional autonomy of impoverished disabled persons through support in technical mobility aids and other equipment, by providing them with a variety of technical aids including wheelchairs, tricycles, crutches, white canes, walkers, and other adapted devices to enhance their mobility and full participation in social life. This will impact approximately 1,000 of the most disadvantaged disabled persons each year and improve their quality of life;

●     support the economic empowerment of a larger number of disabled persons by doubling the fund dedicated to financing entrepreneurial initiatives likely to contribute to national production. This fund will thus increase from 200,000,000 FCFA to 400,000,000 FCFA per year, in order to assist more beneficiaries and guarantee them better access to inputs, training, and technologies necessary for the creation, development, and competitiveness of entrepreneurial projects by disabled persons.

The Minister of Family and Social Affairs will ensure, in coordination with other relevant ministers, the diligent implementation of these special measures to sustainably promote equal opportunities, a guarantee of inclusion and improvement in the living conditions of disabled persons.

II-3. Implementation of the pilot phase of the Agricultural Productivity and Social Protection Program for Benin’s farmers.

As part of its actions aimed at sustainably improving the living conditions and incomes of farmers, the Government has initiated the Agricultural Productivity and Social Protection Program, whose pilot phase will focus on maize producers.

This program is based on an integrated approach structured around three complementary components: improving agricultural productivity, securing producers’ incomes, and their gradual access to social protection mechanisms.

Regarding productivity improvement, it is planned to provide producers with an integrated package including high-yield hybrid seeds, fertilizers, phytosanitary products, and soil amendments. These supports will be complemented by mechanization services, enhanced agricultural advisory services, and digital monitoring of farms.

Concerning income security, the program relies on the National Mechanism for Aggregation and Regulation of Food Crop Production to facilitate the marketing of harvests and enable producers to better capitalize on productivity gains achieved.

The social protection component provides producers access to health insurance covering up to six people per household, namely two adults and four children, as well as a retirement and/or term deposit mechanism. The individual annual health insurance premium will be advanced by the program and then reimbursed from a portion of the production.

To test this integrated approach before scaling up, a pilot phase will be implemented during the minor rainy season of 2026. It will involve 2,000 producers, each cultivating an average area of 1.5 hectares, totaling approximately 3,000 hectares.

The results and lessons learned will allow evaluation of the model’s effectiveness and define modalities for its gradual extension to other sectors and agroecological zones of the country.

The system provides for the use of specialized agricultural advisory service providers and the deployment of a digital platform for identifying and geolocating producers and plots, as well as monitoring cultural operations, inputs, and yields.

The Council authorized the program’s implementation and instructed the relevant ministers to carry out the necessary procedures for this purpose.

II-4. Construction works for 35 Integrated Economic, Social, and Digital Centers in 26 municipalities.

The construction of these centers is part of the implementation of the Productive Social Safety Nets Program aimed at upgrading existing infrastructures dedicated to delivering social services and benefits and building new ones to increase their territorial coverage.

It also aims to support the production capacity and empowerment of extremely poor households and those affected by covariant shocks for their economic recovery through progressive financial support and assistance for income-generating activities development.

The program also enables the modernization of the vulnerability care environment by transforming social promotion centers into one-stop social protection shops.

These centers, which will notably group the One-Stop Social Protection Desks (GUPS), agencies of “La Poste du Bénin,” and Community Digital Points (PNC), will thus offer services and benefits to populations in the same environment while developing a friendly microcosm to meet certain needs.

The 26 affected municipalities are Kandi, Banikoara, Natitingou, Matéri, Abomey-Calavi, Allada, Ouidah, Parakou, Nikki, Tchaourou, Dassa-Zoumè, Savalou, Aplahoué, Djakotomè, Bassila, Djougou, Cotonou, Houéyogbé, Lokossa, Adjohoun, Porto-Novo, Sèmè-Podji, Adja-Ouèrè, Pobè, Abomey, Bohicon.

The Council authorized the delegated project management related to this and instructed the ministers in charge of the project to ensure its proper execution.

II-5. Signing of concession agreements for off-grid electrification of twelve (12) rural localities.

The installations to be carried out will strengthen access to electricity in these rural localities not connected to the interconnected electrical grid and will contribute to improving the living conditions of the populations by promoting the development of income-generating activities for rural households.

The localities concerned are Ahogbèya (Klouékanmè), Godohou (Aplahoué), Tchito (Lalo), Gbakpodji (Bopa), Avloh center (Grand-Popo), Ahokanmey, Gobaix, Setto (Djidja), Akouessa (Abomey), Avlamè, Koussoukpa, and Kpokissa (Zogbodomey).
