Benin: the National Assembly begins updating its compendium of procedures for government oversight
A workshop dedicated to updating the compendium of procedures for oversight of government action has been taking place in Grand-Popo since Tuesday, December 9, 2025.
For two days, the assistants of the Parliament’s standing committees are working to produce a document fully harmonized with the recent institutional reforms.
From the opening of the proceedings, presided over by Mathieu Ahouansou, Chief of Staff to President Louis Vlavonou, the tone was set. The National Assembly wants to have a modern, coherent oversight tool that complies with the evolving legal framework.
The changes in institutional architecture and the internal regulations make a thorough review of the existing compendium essential.
Simplice Quenum, Director of the Unit for Analysis, Control and Evaluation of the State Budget, recalled that the quality of parliamentary oversight depends on a clear framework. He emphasized that the first compendium, drafted a few years ago, no longer adequately reflects the mechanisms now available to deputies. According to him, an updated document is essential to ensure effective oversight, supported by well-defined tools adapted to current requirements.
On behalf of President Louis Vlavonou, Mathieu Ahouansou insisted on the need for an instrument that complies with current legal standards. He highlighted Parliament’s determination to strengthen its oversight function, a central mission in the country’s institutional balance.
Participants must harmonize all content with the new regulatory provisions and approve a final version before printing. Once made available to deputies, this new edition should improve the clarity of the procedures and increase the effectiveness of oversight of government action, in a context where transparency and institutional performance remain at the heart of democratic expectations.
