Benin: ANIP launches special operation on unreported deaths
The Agence nationale d’identification des personnes (ANIP) is launching a large operation to update the Registre national des personnes physiques (RNPP).

The aim of this operation is to identify and register deaths that have not yet been reported, which occurred between November 1, 2017 and November 6, 2025.
The announcement was made on Friday, October 31, 2025, in an official statement. The agency thus aims to strengthen the reliability of civil registration data and update the list of people still alive in Benin.
Reports must be made to the neighborhood chief or the village chief of the place where the death occurred. Death certificates will be issued free of charge at ANIP units set up in town halls and districts of communes with special status, until December 31, 2025.
In addition, ANIP announces the establishment of a permanent system. From now on, no funeral ceremony can be held without prior declaration of the death, in accordance with Article 31 of Law No. 2020-34 of January 6, 2021. Penalties are planned for any failure to comply with this obligation.
