Benin Vision 2060: the National Assembly adopts a new framework law for development
This text is described as historic by its promoters. This Friday, July 4, 2025, the Beninese deputies unanimously adopted law n°2025-16 outlining Benin’s development vision towards 2060. An ambitious roadmap that aims to structure public action and the country’s development policies over several decades.
SUMMARY
Championed by the government and submitted for scrutiny to the Planning and Equipment Committee, chaired by Lambert Agongbonon, the new vision is based on 32 articles divided into six chapters. The plenary session, led under the authority of the National Assembly President, Louis Vlavonou, represents a strategic turning point.
According to the report presented to the deputies, the law’s purpose is to establish rigorous planning for development, prevent shifts in direction between successive governments, and offer a stable reference framework for all public policies.
Founding principles and oversight bodies
Vision 2060, which will replace Vision Benin 2025 Alafia as of January 1, 2026, is based on seven guiding principles: ethical responsibility, equity, inclusivity, mutual accountability, subsidiarity, results-oriented management, and enhanced partnership.
To pilot this vision over the long term, two bodies are established: a forecasting committee integrated into the National Planning Council, and a permanent technical secretariat, also attached to this Council.
A five-year review mechanism is planned to ensure continuous oversight. This process will be coordinated by the National Planning Council, which has autonomous management.
A “compass” for the future
State Minister Abdoulaye Bio Tchané, who hailed the vote as a founding act, views it as a “long-term compass” for Benin. “This is a law that goes beyond governments and alternations. It commits the country to strategic stability,” he stated following the vote.
With this adoption, Benin asserts its will to inscribe its development in the long term by aligning with a shared and structuring goal. The challenge now, is to translate this vision through the public policies in the decades to come.
