Benin: the internal regulations of the Senate introduce a mechanism for disqualification targeting deputies accused of misconduct.
Adopted on July 30, the new internal regulations of the Senate of Benin establish an unprecedented disciplinary framework that strengthens the upper chamber’s control over the National Assembly.
By virtue of Articles 49 and 50 of this text, the Senate now has the prerogative to initiate a procedure that could lead to the removal of a deputy.
This mechanism can be triggered if a member of the National Assembly engages in acts or makes statements deemed capable of undermining national unity, democracy, or public safety.
Scale of sanctions and institutional scope
Initiated after an official notification sent between the presidents of the two parliamentary chambers, the procedure includes a range of disciplinary measures:
- Temporary or permanent prohibition from participating in parliamentary proceedings.
- Revocation of political rights, resulting in the automatic loss of deputy status.
This framework thus provides the Senate with an unprecedented lever of authority within the Beninese institutional landscape.
