Benin: report of the Council of Ministers meeting of 12 November 2025
The Government of Rupture met this Wednesday, 12 November 2025, in Council of Ministers. During this conclave, several decisions were taken. Below is the full report of the measures adopted.

I- Regulatory measures.
Establishment of the Monts Kouffè – Wari Maro National Park.
The Government has defined a policy for conserving wooded natural areas in various parts of the national territory to create a network of protected zones. In this context, a feasibility study was commissioned on the reclassification of the classified forests of Monts Kouffè and Wari Maro as a national park.
The study found that this forest complex is still well preserved and has both floral and faunal resources that justify this status; and that the local populations, dignitaries as well as the local authorities of the neighboring communes and villages support this project.
Therefore, by adopting this decree, the Council instructed the minister in charge of Sustainable Development to ensure its prompt implementation.
II- Communications.
II-1. Acquisition of various equipment for the benefit of hospital centers.
This operation aims to strengthen the technical facilities of the medical imaging units of the Hubert Koutoukou MAGA National University Hospital Center and the Borgou Departmental University Hospital Center by providing them with computer servers, reading consoles and image post-processing consoles, disc-burning robots, negatoscopes, as well as a set of videoconferencing equipment.
The objective is to modernize the management and dissemination of medical data, secure the workflow of examinations and, above all, guarantee access to results within a reduced timeframe. In doing so, the quality of patient care and the performance of the hospital technical platform should be optimized.
The Council therefore decided to contract with a specialized consortium for the acquisition and commissioning of this equipment.
II-2. Expansion of the Allada-Toffo-Zè zonal hospital to establish a burn unit.
Since it began operating, this hospital has experienced such high attendance that its capacity has been exceeded, notably in the pediatrics and maternity services.
To address this concern and following the Council’s authorization, the technical and architectural design studies focused on increasing the number of beds from the current 65 to 150, and on establishing both a burn unit and a traumatology unit.
Indeed, given the rise in critical burn cases referred to this hospital following serious road accidents, it is necessary to have a burn care unit that meets international standards in order to effectively handle the influx of patients.
Finally, it was noted that since the opening of the Glo-Djigbé industrial zone, the number of residents and workers has increased, creating additional healthcare needs.
The Council gave its approval to contract with an experienced company to carry out these works, which should facilitate the hospital’s optimal functionality.
II-3. Construction of a CLUB MED holiday village in Avlékété, in the commune of Ouidah.
This is part of the portfolio of major projects intended to develop Benin’s hotel sector in order to improve the tourism offering. The plan is to create a high-end village on an area of about 25 ha with quality dining options. The complex includes 336 rooms, including 30 high-end suites, two restaurants, four swimming pools, an internationally branded SPA as well as a wellness area. Also featured are tennis, padel and multisport courts, not to mention water activities.
The Council therefore authorized contracting with a qualified company, the works to be carried out within a two-year period.
III- International meetings and events.
Under this heading the following was noted:
- our country’s participation in the regular statutory bodies of the Permanent Interstate Committee for Drought Control in the Sahel, respectively from 11 to 13 November 2025 in Ouagadougou (Burkina Faso) and on 25 November 2025 in N’Djamena (Chad); and
- the organization of:
- a certified training in “Social Responsibility in Health” in Benin, from 17 to 22 November 2025;
- the 1st International Congress of the Beninese Society of Occupational Health from 1 to 4 December 2025.
