Benin: Private firms sought to audit public entities

The Presidency of the Republic of Benin announced on September 17, 2026, a pre-selection of private firms to conduct audit missions within public entities and local governments. The notice outlines two distinct lists: one for internal audits and another for external audits and investigations.

The first list will include firms eligible to undertake internal audit missions, while the second will focus on external audits and investigations. A single firm may appear on both lists if it meets the criteria required for each of the two categories.

The procedure is open to firms that are duly registered with the Order of Chartered Accountants and Certified Accountants of Benin (OECCA-Benin). Expressions of interest must be submitted to the Presidency no later than October 9, 2026, at 5:30 pm, according to the notice signed by the person responsible for public procurement. Submissions can be made electronically as a single PDF file or physically at the new Presidential building.

Selected firms will be included in restricted lists intended to support a framework agreement lasting 36 months, executed through purchase orders or subsequent contracts as needed by the contracting authority. The pre-selection requires a minimum score of 70 points out of 100.

Experience, staff numbers, and certifications among the criteria

The evaluation grid allocates up to 50 points for the technical references of the firm or the personnel proposed for missions corresponding to the targeted category. The general experience of the firm or its key personnel accounts for 20 points, while the number of qualified accountants, interns, public procurement specialists, and certified professionals completes the scoring.

The certifications mentioned in the notice include CIA for internal audit, CFE for fraud examination, CISA for information systems audit, and CAMS for anti-money laundering. Candidates must also provide their references regarding the awarding and execution of public contracts since 2021.

The application must include, among other documents, the commercial register, statutes, proof of registration with OECCA-Benin, valid tax and social security certificates, professional liability insurance, and financial statements for the years 2023, 2024, and 2025. A sworn declaration must also confirm the absence of exclusion from public procurement, conviction for fraud or corruption, and conflict of interest.

Inclusion on one of the lists does not guarantee automatic award of a contract. The notice specifies that the terms of intervention and execution deadlines will be established in each subsequent contract or purchase order issued during the 36 months of the framework agreement.
