Benin: Patrice Talon announces the promulgation of a law amending the Constitution
The President of the Republic, Patrice Talon, announced on Wednesday, December 17, 2025, the promulgation of the law amending and supplementing the Constitution of December 11, 1990. This decision follows the Constitutional Court’s declaration that the said law is in conformity, after examining the appeals filed following its adoption by the National Assembly.

The revision of the Beninese Constitution has reached a decisive stage. Meeting in Council of Ministers on Wednesday, December 17, 2025, the government was informed by the Head of State of the Constitutional Court’s validation of the law adopted by deputies on November 14, 2025. This decision brings to an end the various contentious proceedings initiated after the parliamentary vote.
According to the Council of Ministers’ report, the Constitutional Court conducted a thorough review of the appeals recorded against the revision law. At the end of that review, the high court declared the law to be in conformity with the Constitution in all its provisions, thereby paving the way for its promulgation.
In accordance with constitutional requirements, President Patrice Talon announced to the Council that he would promulgate the said law on Wednesday, December 17, 2025. This substantial formality gives the law its enforceable force and allows its effective application throughout the national territory.
