Public procurement in Tori-Bossito: the ARMP penalizes two officials for professional misconduct
The Public Market Regulation Authority (ARMP) made a firm decision on June 12, 2025: the immediate suspension of two public procurement officials in the municipality of Tori-Bossito for serious professional misconduct.

SUMMARY
The measure, contained in decision n°2025-079, follows a complaint lodged by the consortium BELMAG SARL / INNOV ENGINEERING CONSULTING, which was eliminated from several lots in the procedure of the Invitation to Express Interest n°2/22/010/C-TB/PRMP/SP-PRMP dated July 24, 2024, concerning feasibility, control, and monitoring tasks for municipal infrastructure projects.
Established irregularities in the evaluation
According to ARMP’s investigations, the offer analysis process was marred by major irregularities. The evaluation was supposedly based on subjective interpretations, “doubts and reservations,” rather than the objective criteria clearly defined in the invitation to express interest documents.
The control unit gave no reservations about the procedure, which was validated despite reported flaws. For the ARMP, this is a breach of duty of professionalism, constituting proven professional misconduct.
“The lack of professionalism of the PRMP and the Head of the CCMP of the municipality of Tori-Bossito is established,” the decision clearly stipulates.
In response to these failures, two officials have been penalized. These are Mr. Aïnadou D. Desmos, the Person Responsible for Public Procurement (PRMP), and Mr. Johnson Kouékou Robert, the Head of the Public Procurement Control Unit (CCMP).
The Executive Secretary of the municipality has been instructed to immediately remove them from their duties, in accordance with ARMP’s regulatory prerogatives. This suspension is presented as a precautionary measure aimed at improving practices and strengthening the integrity of the public procurement process.
This decision illustrates ARMP’s commitment to maintaining rigor in public procurement procedures, a guarantee of transparency, fairness, and good governance. It also serves as a reminder that any evaluation must strictly adhere to the criteria set by competitive tenders to avoid skewing results and paving the way for legitimate disputes.
Through this suspension, the ARMP sends a clear message: sloppy practices in public resource management will no longer be tolerated.
