Benin Presidency: Fulgence Primael Gbéké and Paulette Hountondji Sopoh appointed to the President’s cabinet.
The President of the Republic, Romuald Wadagni, sealed new strategic appointments within his inner circle on Tuesday, May 26, 2026.

Through Decree No. 2026 – 319, he appointed Fulgence Primael Gbéké as Chief of Staff to the President of the Republic, while Paulette Hountondji Sopoh is designated as the President’s personal secretary.
These two appointments come as part of the overall reorganization of the high administration structures at the Marina Palace, initiated the day after the inauguration of the new head of state. They complement the adjustments made the same day at the General Secretariat of the Presidency and the Government Spokesperson’s office.
Administrative Lockdown of the Presidential Inner Circle
The installation of Fulgence Primael Gbéké at the head of the presidential cabinet and Paulette Hountondji Sopoh at the personal secretariat reflects Romuald Wadagni’s desire to surround himself with top-tier technical collaborators to manage the agenda and direct monitoring of state affairs.
These pivotal positions, at the heart of the daily functioning of the executive power, are entrusted to profiles responsible for ensuring administrative fluidity between the president and his ministers.
By finalizing the composition of his close guard at the Marina Palace, the head of state is locking down the operational organization of the presidency, laying the necessary administrative foundations for the implementation of his governance program for the next seven years.
