Benin: List of the new leadership of the National Assembly, 10th legislature

The tenth legislature of Benin’s National Assembly is now fully operational.

Following the session dedicated to setting up the Parliamentary Bureau, Honourable Joseph Fifamè Djogbénou was elected President of the National Assembly, thus marking a major new institutional milestone for the Beninese Parliament.

This election marks the culmination of the process of installing deputies elected in the January 11, 2026 legislative elections. A former president of the Constitutional Court and a central figure in the national political scene, Joseph Fifamè Djogbénou takes the helm of the National Assembly with the task of guiding the parliamentary work of the tenth legislature, in a political and institutional context where the opposition is absent.

The National Assembly’s Bureau was completed with the election of Honourable Barthélémy Dahoga Kassa to the post of First Vice-President. He will be supported by Honourable Mahougnon Kakpo, elected Second Vice-President. These designations reflect the political balances arising from the ballot boxes and aim to ensure a collegial and structured leadership of the parliamentary institution.

In the Quaestor’s office, Honorable Labiou Amadou Djibril has been reappointed as First Quaestor. This re-election continues the administrative and financial continuity, as the quaestorship plays a key role in managing resources and the internal functioning of the National Assembly.

Mrs. Chantal Ahyi holds the post of Second Quaestor. David Ouinsa is the First Parliamentary Secretary. The position of Second Parliamentary Secretary is held by Inoussa Chabi Zimé.

With the establishment of its Bureau, the tenth legislature now enters its active phase. Expectations are high, both for the quality of democratic debate and for the effectiveness of legislative work and oversight of government action. Under the presidency of Joseph Fifamè Djogbénou, the Parliament is called to combine institutional rigor, political stability, and concrete responses to citizens’ concerns.
