The delegation arrived in the country on June 30 and is part of the ECOWAS Additional Protocol on Democracy and Good Governance, which provides for the sending of observation and evaluation missions ahead of major elections in the region. The immediate issue at stake is the preparations for the presidential election scheduled for October 2025.

Before meeting with the head of state, the delegation had discussions with Ibrahime Kuibiert Coulibaly, president of the Independent Electoral Commission (IEC). These discussions focused on the progress of the electoral process, the technical mechanisms in place, as well as potential logistical and political challenges.

According to Ivorian authorities, the mission also plans to meet with political parties, civil society organizations, and other institutions involved in the electoral process. The objective is to gain an overall view of the ongoing dynamics, assess the transparency and inclusivity conditions of the election, and, if necessary, make recommendations for a serene electoral climate that honors democratic principles.

Professor Holo, former president of the Constitutional Court of Benin, is a respected figure in West African legal and institutional circles. His presence at the head of this mission reflects the importance ECOWAS attaches to political stability in Côte d’Ivoire, in a sub-regional context marked by recurring electoral tensions.

The mission is expected to release a report at the end of its work, which will help guide regional and international support to the Ivorian electoral process in the coming months.
