Senegal: Al Aminou Lo unveils his government, several ministers from Sonko retained.
The Senegalese Prime Minister Ahmadou Al Aminou Lo unveiled a 30-member government, marked by the retention of several key ministers from the Sonko era, including Cheikh Diba for Finance, Ousmane Diagne for Justice, Ibrahima Sy for Health, and Moustapha Mamba Guirassy for Education. The new team now separates Finance from the Economy and introduces new profiles for Foreign Affairs and the Armed Forces, in a politically tense context between the presidency, Pastef, and Ousmane Sonko.

The Secretary General of the Presidency, Oumar Samba Ba, read on the evening of Monday, June 1, 2026, the decree concerning the composition of the Ahmadou Al Aminou Lo government. The cabinet has 30 members, including 26 full ministers, two delegated ministers, and two secretaries of state. Several holders of key portfolios from Sonko’s first government have been retained, including Cheikh Diba, Cheikh Tidiane Dièye, Moustapha Mamba Guirassy, Ibrahima Sy, and Mabouba Diagne. The list marks a departure in two sensitive positions: the Armed Forces and Foreign Affairs have been entrusted to new profiles, respectively Yankoba Djémé and Cheikh Niang.
Cheikh Diba, who had been targeted by public accusations from the Pastef deputy Cheikh Bara Ndiaye during the week of political turmoil from May 22-26, is retained in the economic sector but in a restructured configuration: Finance and Budget are returned to him, while Economy, Planning, and Cooperation have been assigned to Abdourahmane Sarr, a second distinct post. The Communications portfolio is assigned to Alioune Sall, who combines Telecommunications and Digital. Justice goes back to Ousmane Diagne, who is retained as Keeper of the Seals.
Pastef, of which Sonko had stated from the perch of the National Assembly that the party “is not associated” with the appointment of Al Aminou Lo, had set seven prerequisites for any participation in the government. The list published this evening indicates that the Prime Minister has formed his team by integrating members of the party – several of whom directly come from the list of portfolios claimed by Pastef – without the formal conditions of this negotiation framework being made public.

Profiles to Note
Cheikh Diba – retained despite the accusations of May 26. An economist, he was appointed under Sonko. His retention in the economic sector by Faye, in a configuration where Finance is distinct from Economy, indicates a desire to maintain continuity in managing external commitments and discussions with the IMF.
Birame Souleye Diop in Mines – an emblematic figure of Pastef, he was Faye’s campaign director in 2024. His presence in the government of Al Aminou Lo indicates that the party has indeed secured strategic portfolios despite Sonko’s public declaration.
