Constitutional revision: proponents call for the creation of a Senate
Constitutional revision has resurfaced in the National Assembly. The presidents of the parliamentary groups Union Progressiste le Renouveau (UPR) and Bloc Républicain (BR), Assan Séïbou and Aké Natondé, have submitted a new constitutional bill.
The initiative, announced on Friday, October 31, 2025 at the opening of the second ordinary session of the year, is mainly aimed at creating a Senate in Benin.
In an interview with Bip radio, Hon. Assan Séïbou defended the move with conviction.
“There is something missing in the country’s institutional framework, which means some issues are handled as ad-hoc arrangements… whenever there’s a situation, we call on our former heads of state, our former institutional leaders, experienced resource people. We need to find a forum where they can all come together. And that’s called the Senate,” he said.
“We can’t finish this legislature without daring to ask for a revision of the Constitution so that that body appears,” he said, referring to the need to give the country this institution.
The president of the National Assembly has referred the file to the laws committee for review. For now, no further details on the content of the text have been made public.
