Benin: minutes of the Council of Ministers meeting of Wednesday, March 19

On Wednesday March 19, 2025, the government of the rupture held its weekly conclave in the presence of the Head of State, President Patrice Talon.

During the meeting, a number of decisions were taken to implement the government’s action program. Below is a summary of the decisions taken by the governmental conclave.

I- Normative measures

Among these measures, the following texts were adopted implementing law n°2017-29 of March 15, 2018 on radiological safety and nuclear security in the Republic of Benin. The decrees in question concern:

  • regulation of the safe transport of radioactive materials;
  • powers, composition, organization and operation of the Benin Atomic Energy Commission;
  • regulation of radiological safety and radiation protection; as well as those establishing
  • the conditions of exercise of the function of inspector of radiological safety, nuclear security and nuclear safeguards; then
  • the categories of radiological facilities subject to decommissioning, and the content and implementation conditions of the decommissioning plan.

II- Communications

II-1. Inspection and monitoring of construction work on the new Lifo dam

This hydraulic infrastructure, currently under construction, is part of a project to reinforce the drinking water supply system for the towns of Savè, Dassa-Zoumé, Glazoué and surrounding areas.

Based on the updated 21-month schedule, it has proved essential to define a new contractual framework for the organization of the control and supervision mission, in order to guarantee the solidity of the entire structure and ensure optimal management of the worksite, with a view to timely completion.

For this reason, the Board agreed to enter into a contract with the consortium selected for this purpose.

II-2. Architectural and technical studies, monitoring and control of the Ecole des Métiers du Tourisme, Hôtellerie et Restauration construction project.

This project is part of a program to build/rehabilitate modern agricultural training establishments, trade schools and vocational technical high schools. The aim is to develop apprentices’ skills for employment in priority economic sectors at national and even sub-regional level.

To ensure the effective implementation of this project, the Agence pour la Construction des Infrastructures du Secteur de l’Education (ACISE) led the process of identifying a prime contractor to carry out the work.

The Board therefore authorized the contract with the identified firm, with the onus on the ministers concerned to ensure that the tasks entrusted to it are properly carried out.

III- International meetings and events

The following events were authorized under this heading:

  • the official launch of the 2025-2026 agricultural campaign, on April 11, 2025 in Dassa-Zoumé;
  • an international conference of the Groupe Initiative Afrique (GIAf) from May 8 to 11, 2025 in Cotonou; then
  • benin’s participation in the 58th session of the Commission on Population and Development, from April 7 to 11, 2025 in New York, USA.
